Yes, which is why the case of old stock makes it a little more difficult.

Wait. We can check inventory online?! How?

Here's my story.
Went to Walgreens today. No Grievous. I was looking behind the Pops they had in desperation today when a manager saw me and asked if there was any particular one I was looking for. I told her yes, but you probably don't have it - and she said she had some in the back, and if I'd hold on for a moment she'd bring them out.
She wheels out a cart with four boxes on it, telling me that her store's policy is to only stock a few at a time, bevause there's two guys locally who come in and buy every Walgreens exclusive on the shelf, and so they want the actual collectors to be able to get them. She literally yells me, "if anyone asks, I didn't do this".We check the boxes together - three were Rogue One pops (complete with Scarifs), and the fourth was a box full of Spirit Yodas (which I'd never seen on shelves before). Sadly I thank her for her time and for checking, and head out. I get to the end of the aisle, and she yells at me to come back, she had found another cart.
I head back, and this cart has three boxes. Two were full of more Rogue One pops, and the third one was still taped up. She opens it, and it has Sabine...AND GENERAL GRIEVOUS!!!
So that's my story of finally getting the good General. Make sure you ask if there's any stock in the back. Good luck to everyone!

To anyone who has got in the Rogue One case, is the case completely Scarif or are there commons in it too?

I saw the R1 cases myself yesterday when the manager brought them out for me to look at. She had four different cases of R1 - each one of them had two Scarifs and assorted R1s for the rest. Most of the assorted figures were Baze Malbus, Vader, and C2.

When I went the other day the case of 6 only had one Exclusive Scarif and a normal Scarif, the rest were commons: a K-2SO, a couple Cassians & Chirrut Imwe.

This was in the southwest burbs. I've been to at least a handful of WAGs in the past couple days and this was the only store that had them. I was very surprised because I still haven't seen Rey in stores.

The Walgreens I work at in BOLINGBROOK had 5 Reys and once I posted on here we fell to one left as of last night. In case you want to make a trip, my store is the Bolingbrook store on WEST Boughton rd. Good luck
POPtor WHO wrote:ugh, my Walgreens suddenly showed 10+ Star Wars in stock so I ran over...only to find 3 Spirit Yoda, 3 Proto Boba Fett, 1 each of AT-AT Driver and Royal Guard in addition to the Ree Yees & Plo Koon stragglers. They've also filled the shelf with DIY, Pac-Man and Nightmare Before Christmas.
Guess I'm hitting eBay for Rey, Scarif Trooper, Grievous and Anakin

It also still feels a bit strange that they started showing up first in the Midwest instead of the West (California) like normal.

That's where I found my two.
How do you search for location with ebay listings? Or do you have to look individually?

I just looked at quite a few of them individually. It shows the seller location on the main page of each auction. I'm hoping they make it to North Carolina, but if not I will be looking to purchase the services of someone! I would rather pay a FunkoFanatic than a random person on ebay.
