I usually go through Ebay. I try to find sellers that have positive feedback, and feedback that is from full cases and mentions them being wrapped and/or complete.

I've bought from a third party on Amazon and it said "fuffilled by Amazon". That was truely a sealed case, if you buy from a flat out third party it's more likely some shenanigans could go down by them cherry picking the layout then replacing those with commons.

The only problem is Hot Topic marks things up so much so even if you get them half off, they are still 4-5$
